The Rebbe: Mitzva to carry in a eruv

Yisroel Yosef Zalmanov in a private audience with the Lubavitcher Rebbe the Rebbe is informing the bochur that surely their is a Eruv so you can carry on Shabbos.

עיר המתוקנת בעירובין שמותר לטלטל ברחובותיה, מכל מקום אסור לטלטל מהחצרות להמבוא ומחצר לחצר עד שיעשו שיתופי מובאות ואם עשו אותו מפת עולה לשיתופי מבואות ולעירובי חצרות עבור כל העיר ומותרים לטלטל אחר כך מהבתים להחצרות ומחצר לחצר ומחצרות למבוא, וכן המנהג

A city that has a eruv and its permitted to carry in the streets nevertheless its still obligatory to make a eruv on bread or matza for the partnership of the streets and its inhabitants of the city are then permitted to carry and so is our tradition.
